§ Mr. MoynihanIn February 1987 the Government and the football authorities reached agreement on a package of measures aimed at combating hooliganism at Football League grounds. Progress on some elements of the package has been good, particularly on the introduction of local plans for dealing with home and away supporters. But I regret that some clubs still have to put CCTV in place and the progress on the introduction of membership areas has been slow. I will be discussing progress with the football authorities on 5 July.
