asked Her Majesty's Government:

Whether an owner wishing to fell a conifer plantation should be required to replant if he intends to restore the land to heather moorland.

It is not possible to give a precise answer to the noble Earl's Question, since each case is treated on its merits. It is, however, the Forestry Commission's normal policy to make it a condition of granting a felling licence that replanting should be carried out.
