§ Mr. Peter WalkerThe area covered by the new programme took as its starting point the area of the south Wales coalfield. This was adjusted to exclude localities such as the coastal towns, which do not exhibit the economic, environmental and other characteristics associated with the valleys and to ensure that wherever possible the boundary follows existing administrative boundaries or physical features.
