To ask the Secretary of State for Social Services what changes will be necessary in United Kingdom health and social services legislation in order to satisfy the harmonisation requirements of the European Community for the achievement of the single market in 1992.

Provision of health and social services as such does not fall within the terms of the treaty establishing the European Community and therefore no change in the basic legislation covering their operation is likely. In other areas, for example the mutual recognition of professional qualifications, compliance with harmonised safety requirements for medical devices and supplies, authorisation and pricing arrangements for medicinal products and measures for the health and safety of workers, legislative changes may be necessary, depending on the measures adopted by the Community, which could affect the health and social services. The proposals for the approximation of duties on tobacco and alcohol, the labelling of tobacco products and the tar yield of cigarettes also have important health implications.
