To ask the Secretary of State for Education and Science what guidance he is issuing to local education authorities and school governors about the application of section 28 of the Local Government Act 1988; and if he will make a statement.

Advice on the provisions of the Local Government Act 1988 was issued to all local authorities on 20 May under the Department of the Environment circular 12/88. Section 28 of the Act relates to the activities of local authorities and there are no plans to issue separate advice to school governors. Copies of Department of Education and Science circular 11/87 "Sex Education at School" were sent to all schools in England and Wales in September 1987. The circular makes clear that there is no place in any school in any circumstances for teaching which advocates homosexual behaviour, which presents it as the norm, or which encourages homosexual experimentation by pupils.
