To ask the Secretary of State for the Environment what guidance has been given to local authorities on the implementation of section 28 of the Local Government Act; and if he will make a statement.

Department of the Environment circular 12/88 provides guidance for local authorities on various provisions in the Local Government Act 1988, including section 28. A copy of the circular is in the Library.
