To ask the Secretary of State for Scotland if the Lord Advocate will instruct the procurators fiscal for the Borders and Grampian regions to institute proceedings against the Atlantic Salmon Conservation Trust for breaches of charity law as it applies in Scotland on the grounds(a) that charitable status applies only to organisations dealing with endangered animal species and (b) that expenditure on extinguishing netting rights unlawfully discriminates in favour of proprietors of rod fishing rights and against the interests of netsmen.

No reports alleging breaches of the criminal law have been received by my noble and learned Friend the Lord Advocate or by any of the procurators fiscal in Grampian, Highlands and Islands region or Lothian and Borders region against the Atlantic Salmon Conservation Trust. Accordingly the Lord Advocate has had no occasion to instruct procurators fiscal in this matter.
