To ask the Secretary of State for Employment if organisations which have failed to meet minimum standards of the Manpower Services Commission are still being paid to offer places to young people.

No. All organisations providing YTS must achieve approved training organisation status. Where a YTS provider has had its application for approved training organisation status rejected, and its rights of appeal have been exercised without the rejection being reversed, the Training Commission moves to close the contract at the earliest permissible date. In these cases also steps are taken to require recruitment to cease. Where closure occurs, existing trainees are transferred to other places offering suitable training as soon as practicable. In cases where a YTS provider is in breach of contract, urgent remedies are sought under threat of contract closure, or contracts are closed immediately or with a period of notice. During closure procedure it is standard practice to require recruitment to cease.
