§ Mr. Winnick
To ask the Secretary of State for the Home Department when he will be receiving the first report from the counsellor to the security services.

§ Mr. Hurd
As my right hon. Friend the Prime Minister announced in reply to a question from my hon. Friend the Member for Wycombe (Mr. Whitney) on 2 November 1987, at column 512, the staff counsellor, who was appointed in November 1987, will report not less frequently than once a year to my right hon. Friend the Prime Minister, the Foreign and Commonwealth Secretary and myself.
