§ Mr. DunnTaking account of all forms of provision, we are not far short of the levels of participation the White Paper recommended: virtually all rising-fives, three quarters of other four-year-olds and one third of three-year-olds are in school, and over half the three-to-four-year-old population attend playgroups.
