To ask the Chancellor of the Duchy of Lancaster if he will make a statement on the Internal Market Council held on 7 June.

The Council, at which my hon. Friend the Minister for Trade and I represented the United Kingdom, discussed proposed directives on the mutual recognition of higher education diplomas and right of residence throughout the Community for EC nationals not already covered by the treaty of Rome; proposals for a Community patent convention; and a regulation to establish a Community trade mark system.

The Council adopted directives on consumer protection in the indication of the prices of foodstuffs and non-food products; on member states' arrangements for the inspection of laboratories to verify compliance with good laboratory practice; on the rules governing the classification, packaging and labelling requirements for dangerous preparations; and establishing a mandatory range of quantities in which spirit drinks and sparkling wines must be sold.

The Council also agreed on a directive relating to the publication of annual accounting documents of branches of banks whose head office is outside that member state; a proposal to develop a Communitywide market for information services; and a resolution on small and medium-sized enterprises and deregulation.
