§ Mr. StrangTo ask the Secretary of State for Employment if he will list the specific matters in relation to the establishment and activities of the Health and Safety Commission and the Health and Safety Executive and their subordinate agencies on which he answers parliamentary questions.
§ Mr. NichollsMy right hon. Friend the Secretary of State is responsible for all matters concerned with the staffing and establishment of the Health and Safety Commission and Executive which do not fall to the Prime Minister as arising from the position of HSE staff as civil servants. He is also responsible for all the aspects of the commission's and the executive's work which cover primarily the protection of workers. He answers for the protection of the public from the generality of hazards, except where other Secretaries of State have responsibilities which involve the commission and executive. For a description of these responsibilities, I refer the hon. Member to the reply given by my right hon. Friend the Prime Minister today.
