§ Mr. John PattenI understand from the chief constable of Essex police that at the end of 1987 there were 160 neighbourhood watch schemes in the Chelmsford police sub-division, the boundary of which is roughly conterminous with that of Chelmsford borough council. The first scheme in Chelmsford was established in October 1984. There were seven schemes at the end of 1984, 49 at the end of 1985 and 108 at the end of 1986.
