To ask the Secretary of State for Transport if he is now in a position to make a statement on the progress made in establishing responsibility for the issues arising out of the construction of the M25 between Leatherhead and Reigate.

We have commissioned a leading consulting and testing engineer to undertake an independent investigation of the important and complex issues underlying the views reached by the engineer to this contract. The investigation will cover other concrete roads built to the same specification, which have apparently not suffered from such extensive problems. We expect to reach a view on the question of responsibility by about the end of the year.
