To ask the Secretary of State for Wales what plans he has to enable local education authorities in Wales to have the freedom to experiment with new concepts and ideas that are not imposed by the centre, consequent upon his statement to the Welsh Grand Committee on 25 May; and if he will make a statement.

My right hon. Friend has no plans to prevent them from so experimenting. The Education Reform Bill proposes specific powers to enable him to disapply or modify the national curriculum requirements in a school for the purpose of development or experiment.
