To ask the Secretary of State for the Home Department whether there will be any change to the scope of the definition of public funds, as contained in the statement of changes in immigration rules July 1985, when the wording is revised to take into account the Social Security Act 1986.

Mr. Renton

There will be a slight change of scope but only insofar as family credit and income support, which are to be included in the definition, do not cover precisely the same ground as supplementary benefit and family income supplement, which they replace.

To ask the Secretary of State for the Home Department whether the revised definition of public funds in the statement of changes in immigration rules July 1985 will allow overseas students to be exempt from 80 per cent. of the community charge, on the same basis as students from the United Kingdom.

Yes, in that whatever criteria are decided for this concession will apply equally to overseas and home students.

To ask the Secretary of State for the Home Department what is the cost to a person appealing against the decision of an entry clearance officer; and if he will make a statement.

There is no charge for exercising any statutory right of appeal provided under the Immigration Act 1971.
