§ 74. Mr. DarlingTo ask the Secretary of State for Foreign and Commonwealth Affairs what representations he has made, or intends to make to the Government of Guatemala in relation to the proposed closure of the human rights office in that country.
§ Mr. EggarWe understand that budgetary difficulties may lead to restrictions on the scale of activities of the Guatemalan human rights procurator although we have no information suggesting the complete closure of his office. The procurator is funded by the Guatemalan Congress and not the Government. It would be inappropriate for us to become involved in an internal Guatemalan budgetary issue.
