§ Mr. Kenneth Baker[pursuant to his reply, 27 May, column 341]: Part of the answer was omitted from the Official Report; the full text is as follows:
Subject to parliamentary approval to the necessary Supplementary Estimate, cash limits for the following votes will be revised as follows:
Vote Current cash limit Increase/ decrease Revised cash limit £ £ £ Class XII, Vote 1 463,655,000 16,366,000 480,021,000 Class XII, Vote 3 11,843,563,000 -53,000 1,843,510,000 1As announced on 22 April (Official Report, column 577) the cash limit for class XII, vote 3 was increased by £3,100,000. Of these changes, £1,900,000 will be charged to the Reserve and £14,436,000 is contained within the planned provision for programmes. There will therefore be no increase in the planned total of expenditure.
Additional provision is sought for class XII, vote 1 as follows:
£53,000 to enable the Cranfield Institute of Technology to participate in the programme for manufacturing 437W systems engineering courses. This increase to be offset by a matching reduction in provision on class XII, vote 3.£11,413,000 for costs associated with the establishment, subject to the passage of the Education Reform Bill, of the National Curriculum Council; the Schools Examination and Assessment Council; the Polytechnics and Colleges Funding Council and the Education Assets Board.£1,900,000 for my Department's donation to public services charities to offset the effects of the understatement of the retail price index for centrally administered public service pensions, as foreshadowed by my right hon. friend the Paymaster General's announcement to the House of Commons on 3 May 1988 (Official Report, 4 May, column 400). This increase will be charged to the Reserve, so will not add to the public expenditure planning total.£3,000,000 for grants to Inner London boroughs, subject to the passage of the Education Reform Bill, to assist with transitional costs of taking on local education authority responsibilities.
