§ Mr. RifkindI am pleased to announce that, subject to parliamentary approval of the Housing (Scotland) Bill, I propose to appoint Sir James Mellon KCMG to be the first chairman of Scottish Homes. Sir James will serve as chairman-designate until the legislation is enacted and the provisions in part I of the Bill setting out the arrangements for the establishment of Scottish Homes are brought into force by commencement order. Thereafter, Sir James will be chairman for the period to 31 March 1993.
I am delighted that Sir James has accepted this appointment. I have no doubt that, as a Scot who has had a distinguished career in the diplomatic service, involving a special interest in commercial and industrial matters, he has the qualities necessary to ensure that Scottish Homes will make a major contribution to the provision of housing in Scotland and to the environmental and economic regeneration of Scotland.
