Friend the Secretary of State for the Environment; six copies were for internal departmental use and 22 copies were supplied to the lobby correspondents at Westminster representing the Welsh and the main national media in the hope that they would inform the public of the rebates available to people on low incomes so as to eradicate the considerable unfounded fears that have been created in the Caerphilly area.
