To ask the Secretary of State for Social Services what would be the cost of(a) abolishing the 80 per cent, test of disablement for severe disablement allowance, (b) increasing the rate of severe disablement allowance to the same rate as invalidity benefit and (c) both (a) and (b).

Mr. Scott

[holding answer 18 July 1988]: I regret that information is not available on which to base reliable estimates of the cost of abolishing the 80 per cent, disablement condition for severe disablement allowance. It is estimated that the net cost of paying the allowance at the same rate as invalidity benefit to current recipients would be around £210 million a year.
