asked Her Majesty's Government:

Whether they have studied the report of the VELO CITY '87 International Congress held in Holland on the subject of "Planning for the Urban Cyclist" and whether they proposed to circulate relevant information from the report to local authorities.

My honourable friend the Minister for Roads and Traffic attended the VELO CITY '87 International Congress last September. Officials from the Department of Transport presented papers at it. Those papers are already available to local authorities and other interested parties. They are listed with other relevant material in the department's bibliography of publications on cycling. I have had a 1988 edition of this placed in the Library.

The bibliography covers an established series of leaflets and guidance notes on engineering measures that can enhance the safety of cyclists. Copies of these publications are sent to local highway authorities.

My honourable friend recently received the full report of proceedings at the congress. It is being studied.
