To ask the Secretary of State for Wales what consideration he has given to the likely benefits to Welsh people that might follow the introduction to England and Wales, in whole or in part, of the Scottish system of governing house sales; what discussions he has had on this possibility; and if he will make a statement.

[holding answer 26 July 1988]: I have not considered or discussed such a possibility; reform of the legal system, which is common to England and Wales, is primarily a matter for my right hon. noble and Learned Friend the Lord Chancellor.
