To ask the Secretary of State for the Environment what is his policy towards the United Nations environment programme project to establish a global convention on the regulation of international transfrontier shipment and disposal of toxic, hazardous and radiotoxic waste.

Mr. Moynihan

We shall continue to participate actively in the development of the UNEP global convention.

To ask the Secretary of State for the Environment, pursuant to the reply to the hon. Member for Meirionnydd Nant Conwy, 14 June,Official Report, column 142, on export of toxic wastes from the European Community, if he will make a statement on any initiatives taken at the EC Environment Council on the matter.

The subject of export of toxic waste from the Community to developing countries was discussed at the EC Environment Council on 16 and 28 June but no conclusion was reached. Further discussions are under way.
