§ Mr. TrippierThis planning application is with Liverpool city council. If Liverpool wished to approve it the council would require special authorisation from the Secretary of State for the Environment as there are proposals to extend the Merseyside Development Corporation which include the site in question. The rights of the applicant to appeal against non-determination or refusal remain intact.
