§ Mr. GalbraithTo ask the Secretary of State for Scotland (1) if he will make a further statement on how he plans to fund the changes in primary care in Scotland outlined in the White Paper "Promoting Good Health";
(2) if he will make a further statement on his plans to impose charges for eye examination and dental checks in Scotland.
§ Mr. Michael Forsyth[holding answer 22 July 1988]: The discussions on the Health and Medicines Bill in another place have produced no new arguments in relation to our proposals on charging for sight tests and dental examinations. We remain of the view that it is right that those who can afford to should contribute towards the cost of these examinations. Our proposals rightly exempt those whose circumstances are such that they cannot afford to pay. We do not accept that those who are not exempt will be deterred from seeking treatment. These proposals were part of a package which will make a significant contribution to the improvement of primary health care in Scotland.
