Mr. Tom Clarke

To ask the Secretary of State for Foreign and Commonwealth Affairs if he will publish tables in theOfficial Report showing, in ranked order, per capita contributions by Organisation for Economic Co-operation and Development Countries to (a) the United Nations International Children's Emergency Fund, (b) the United Nations Educational, Scientific and Cultural Organisation, (c) the World Health Organisation, and (d) the Food and Agriculture Organisation for the latest year for which figures are available.

Available information is in the tables. Figures for the United Nations Educational Scientific and Cultural Organisation and the Food and Agriculture Organisation combine assessed and voluntary contributions. Figures for the World Health Organisation cover only assessed contributions to the budget; contributions to voluntarily funded programmes are not available for Organisation for Economic Co-operation and Development countries. Contributions to the United Nations International Children's Emergency Fund are all voluntary. 1986 figures are the latest available for UNESCO.

To ask the Secretary of State for Foreign and Commonwealth Affairs if he will publish a table in theOfficial Report, showing for each member of the Organisation for Economic Co-operation and Development in ranked order, the percentage change in proportion of gross national product given as overseas aid between 1979 and the latest date for which figures are available.

Comparative figures are available only for net official development assistance as defined by the Organisation for Economic Co-operation and Development, and not for the amounts actually spent on overseas aid as a proportion of gross national product.

Exact figures are only available for those countries which are members of the OECD's Development Assistance Committee and have been so throughout the period in question. The information is as follows:

the Organisation for Economic Co-operation and Development Assitance Committee, for 1979 and 1987 (a) the per captia gross national product,(b) proportion of gross national product constituted by bilateral aid, (c) per capita bilateral aid, (d) the percentage changes in gross national product on the previous year and (e) the percentage real change in bilateral aid on the previous year.
