§ Mr. ParkinsonSince 1985 one section of my Department has had among its responsibilities the general implementation of the proposals in the White Paper 869W "Lifting the Burden" (Cmnd. 9571), published in July of that year. Its aim is to ensure that those in the Department concerned with regulatory activities take appropriate account of the burdens those activities may place on business. But it is not concerned with policy decisions in the area of safety including, for example, offshore safety regulation.
