§ Dr. CunninghamTo ask the Secretary of State for Wales if he will give for each local authority in Wales the revised illustrative figures for 1988–89 of the first year safety netted community charge, the full community charge and the current average rate bill per adult and per household.
§ Mr. GristIllustrative community charge figures for each district and county council in Wales, with no allowance for transitional arrangements, are shown as follows in table 1. The district council figures include the average community council community charge. The figures are based on present needs assessments which are under review.
It is presently proposed to apply the safety net at charging authority area level and not to individual tiers. On this basis safety netted community charges for each area together with the average rate bills per adult and per household are given in table 2. Households are defined, for this purpose, as domestic hereditaments.
