To ask the Chancellor of the Duchy of Lancaster what proposals have been advanced by the Commission for restrictions on imports from eastern Europe of nitrogenous fertilisers; what is the purpose of the proposed restrictions; if the issue has been notified by the Commission as falling to be considered by majority vote; and if he will make a statement.

The Commission proposal to which my hon. Friend refers would replace existing national measures, under which certain states restrict the import from Eastern Europe of nitrogenous fertilisers, by a single community measure. The quota would be divided into two instalments, the first to be allocated to member states and the second to constitute a reserve. For adoption of this proposal by the Council a qualified majority is needed.
