§ Mr. Alan ClarkThe Commission proposal to which my hon. Friend refers would replace existing national measures, under which certain states restrict the import from Eastern Europe of nitrogenous fertilisers, by a single community measure. The quota would be divided into two instalments, the first to be allocated to member states and the second to constitute a reserve. For adoption of this proposal by the Council a qualified majority is needed.
