As explained in the report of the technical review of the low-income statistics, and in the technical annex to the households below average income statistics, to enable meaningful comparisons, the actual cash incomes received by households are adjusted to reflect varying household size and composition and expressed in terms of individuals

in households. National average income per individual, calculated after these adjustments, is shown in the table defined as 100. Incomes at other levels are expressed as an index of average income. The figures therefore provide a basis for comparisons of relative cash incomes between individual groups and individual years but do not provide an indication of the actual cash incomes of the households concerned.
