§ Mr. WaldegraveProposals for altering the general extent of a green belt in a county structure plan or the detailed boundary in a local plan (or in an old development plan) can be considered in the process of making or modifying the appropriate plan. Our planning policy guidance note on green belts (PPG2) advises that the essential characteristic of green belts is their permanence and their boundaries should be set to endure and should be altered only in exceptional circumstances.
