To ask the Secretary of State for the Environment whether he is considering relaxing the requirements in PPG3 (1/88) that planning authorities maintain a five-year land bank for development; and if he will make a statement.

No. It remains the case that planning authorities should ensure that there is a five-year housing land supply consistent with the provisions of the development plan, including any policies for the phasing of residential development. The development plan is the proper context for determining the appropriate level of future housing provision, but its purpose would be defeated if steps were not taken to ensure that the land needed to meet that provision is actually available.
