To ask the Secretary of State for Education and Science what action his Department intends to take to ensure that current levels of provision for educational services for children under five years are maintained and improved.

To ask the Secretary of State for Education and Science what steps he is taking to improve the availability and quality of nursery education.

Mr. Dunn

Provision of under-fives' education is at the discretion of LEAs and there are no plans to alter this. The Government have kept generously to their 1985 undertaking to maintain the level of resources in this area, actual expenditure having risen by over 10 per cent. in real terms since then. Current expenditure plans provide for participation rates for three and four-year-olds to remain constant up to 1992, despite the increase in age cohorts over that period.
