To ask the Secretary of State for Employment how many bulk permits giving exemptions from the provisions of the Employment Act 1944, in respect of disabled people have been issued in each year since 1958.

1 The reporting period changed from a calendar to a financial year from 1 April 1986, under the Reporting of Injuries, Diseases and Dangerous Occurrences regulations.

The criteria which determine whether a permit—of any kind—should be granted are set out in section 11(1) of the Disabled Persons (Employment) Act 1944. These relate to the nature of the work in question and the extent to which suitable registered disabled people are available. Bulk permits may be issued if, in the opinion of the disablement resettlement officer, registered disabled people who are suitable for the work in question are unlikely to become available for submission to the vacancies during the period covered by the bulk permit.
