To ask the Secretary of State for the Home Department if he will call for a report from the Commissioner of Police of the Metropolis as to what instructions were given to police officers on the occasion of the arrival of General Evren on 13 July concerning the distribution of leaflets and holding of placards by the public.

I understand from the Commissioner of Police of the Metropolis that officers were given no specific instructions about the distribution of leaflets. They were however instructed to move demonstrators who were carrying banners and placards, whether they were in support of or against the visit, to separate, pre-selected locations in order to prevent an outbreak of disorder between the opposing factions. Once at such locations, banners and placards were permitted to be displayed.
