To ask the Secretary of State for Scotland what information is available to his Department about the impact of different valuation practices in England and Wales, and Scotland on(a) the Scottish tourist industry, (b) retailing and (c) distribution and storage plants.

We have received a number of representations which suggest that where rate bills for certain subjects or classes of subject are higher in Scotland than they would be for comparable subjects or classes of subject in England and Wales the cause of the difference is the difference in valuation practice. But I have little evidence that distinguishes clearly between the effect of differences in valuation practice and other causes.
