Mr. Gareth Wardell

To ask the Secretary of State for the Home Department with what bodies or persons he is in consultation in regard to the signing by the United Kingdom of the European convention for the protection of pet animals, including article 10 of that convention; and when he expects those consultations to be completed.

Consultation on the report on animal mutilations by the Royal College of Veterinary Surgeons, which is relevant to article 10 of the convention, is almost complete. The following organisations have been involved:

  • The Joint Advisory Committee on Pets in Society
  • The National Canine Defence League
  • Pro-Dogs
  • The British Horse Society
  • The Horse Race Betting Levy Board
  • The Jockey Club
  • The National Trainers Federation
  • The Master of Foxhounds Association
  • The Association of British Riding Schools
  • The Governing Council of the Cat Fancy
  • The Cats Protection League
  • The People's Dispensary for Sick Animals
  • The Blue Cross
  • The New Forest Pony Breeding and Cattle Society
  • The Verderers of the New Forest
  • The New Forest Commoners Defence Association
  • The Exmoor Pony Society
  • The National Joint Equine Welfare Committee
  • The Horses and Ponies Protection Committee
  • The British Association for Shooting and Conservation
  • The Kennel Club
  • The Council for Docked Breeds
It is hoped to complete consultation about the convention as a whole by this autumn. As with the RCVS report, we shall consult all organisations known to us as likely to have an interest, but in addition will welcome views from any other source.
