§ Mr. RifkindI have no plans to privatise the historic buildings and monuments directorate of the Scottish Development Department or the Department of the Registers for Scotland (DRS). I did, however, decide that HBMD and DRS should be candidates for agency status under the next steps initiative announced by the Prime Minister on 18 February and the two trade union sides concerned were so informed on 29 April. Detailed proposals are now being drawn up and full consultations with the trade union side have been promised. No decision
