§ Mr. HowardThe framework for the new system of assessment and distribution is set out in my Department's yellow booklet "The New Grant System", copies of which are available in the Library. This says, "There will be a separate assessment of need made for each authority, and it is likely that these will be built up for each of the major services, with a single assessment for all other services"'.
We will be bringing forward more detailed proposals for discussion with the local authority associations in the autumn.
