To ask the Secretary of State for the Home Department what is Her Majesty's Government policy on on-train passport controls following the opening of the Channel tunnel.

For Eurotunnel shuttle train journeys beginning or ending at Cheriton, static inward and outward controls are planned at Fréthun and Cheriton respectively. For journeys beginning or ending in London, the Government's view remains that the most convenient and practicable option is a quick and effective static control at Waterloo. For trains proceeding beyond London, the Channel Tunnel Act provides for immigration controls to be carried out on-train, subject to the provision of satisifactory facilities on those trains and to the payment of any fees or charges that may be imposed. Discussions with British Rail and Eurotunnel are continuing.
