On whose advice the Secretary of State for the Environment rejected the unanimous advice of the statutory advisers (English Heritage and the Advisory Board for Redundant Churches, with the agreement of the Redundant Churches Fund), of the inspector he appointed to hold a non-statutory inquiry, and the reporting officer he later appointed to visit the church, which was that St. Wilfrid's, Brighton is a building of international importance as an outstanding example of 20th century British church architecture, and should be retained as it is, and why he granted listed building consent to build 24 flats in the church, with associated parking provision.
