To ask the Secretary of State for Transport when full liberalisation of European road haulage will be achieved.

Quotas and permits will be abolished from 1 January 1993 within the Community. Agreement on this at the June Council of Ministers was a significant achievement. The conditions under which road haulage cabotage will take place are under discussion.

We aim to extend liberalisation to other countries with which we have road haulage agreements.
