§ Mr. ScottLocal authorities have a clear duty under section 1 of the Act to inform themselves of the number of disabled people requiring services; to make arrangements for meeting any needs identified; and to provide information about relevant services. It is for local authorities to ensure that they fulfil these statutory duties.
