asked Her Majesty's Government:

Whether in view of the increase in the number of thefts of cars, and thefts from cars, they propose to require manufacturers to install improved quality door locks and glass marking on new cars.

Part 1 of the British Standard on Car Security (on car door locks) was published in November 1986; Part 3 (on window etching) was published in January 1988. The department has been seeking to have these and other parts of the British standard incorporated in the European Community directive covering car security. Prospects for requiring manufacturers to comply with the British standard depend on progress in negotiations in the European Community. While the number of offences recorded by the police involving thefts from vehicles increased by 14 per cent. between 1986 and 1987, those involving thefts of vehicles fell by 5 per cent.
