§ Mr. AtkinsRegional industrial policy operates within a general economic framework designed to encourage enterprise and growth in all parts of the country. Particular policy instruments are targeted on the assisted areas where additional measures are needed. The changes in regional industrial policy announced in the DTI White Paper, "DTI—the department for Enterprise", were designed to make that policy more effective in encouraging enterprise in the regions.
