§ Mr. GristOur policy, as set out in the all-Wales strategy published in March 1983, is based on the principle that people with a mental handicap should have a right to normal patterns of life within the community and that they should not be devalued because of their intellectual impairment. We have no intention of altering that policy. It is for local bodies responsible for individual proposals to decide in each case how to ensure that the best interests of people with mental handicaps are served, in ways consistent with the all-Wales policy.
