§ Sir Geoffrey HoweIn my speech at the special session on 7 June I put forward an initiative on chemical weapons. This stressed the need for wider accession to the 1925 Geneva protocol, which bans the use of chemical weapons in war, and proposed specific measures for immediate investigations of CW use and for international action against violators. We are pursuing those proposals vigorously at the United Nations, and bilaterally, as appropriate.
