§ Mr. NichollsThe commission has strongly supported our policy that participants on the new employment training programme should have the same protection as employees for the purposes of health and safety legislation. The commission has recently forwarded, for my approval, draft regulations which would give effect to this policy, and my right hon. Friend the Secretary of State plans to lay these before Parliament shortly.
