To ask the Secretary of State for Energy if he will arrange for a copy of the full 1987 International Atomic Energy Agency safeguards implementation report (SCR) to be placed in(a) the Library and (b) his departmental library.

No. As I said in my reply to the hon. Member for Merionnydd Nant Conwy (Dr. Thomas) on 14 June 1988, at column101, the annual safeguards implementation reports of the International Atomic Energy Agency are confidential to board members. A summary will be published in the agency's 1987 annual report, which will be placed in the Library of the House.
